This is currently the most valuable visa type in China, often referred to as the “prelude to the Chinese version of the green card.”

It is specifically designed for foreign talents with top abilities in fields such as science, economics, and education.

Why is the R visa called
the "golden visa"?

The R visa, short for “Talent Visa,” is primarily issued to high-level foreign talent and urgently needed specialized personnel required for China’s economic and social development.

According to the “Regulations of the People’s Republic of China on the Entry and Exit of Foreigners” and the “Classification Standards for Foreigners Working in China (Trial Implementation),” the R visa (corresponding to Category A work permits for foreigners in China) offers the following privileges:

Extremely long validity: Typically issued for 5 to 10 years (the specific validity period is determined by the consulate based on the applicant’s age and passport validity).
Multiple entries: Allows unlimited entries into China within the validity period without repeated applications.
Long stay: Each entry allows a maximum stay of 180 days (6 months), ideal for senior executives or experts who require frequent travel and flexible work arrangements.
Family members can also apply for S1/S2 visas and enjoy the same benefits.

Tiered Talent System

China has very strict criteria for talent identification, typically categorizing talent into three groups: A, B, and C. The R visa is only for category A (high-level talent). For Category B and C visas, a Z visa (work visa) is still required. The R visa is a fast track for Category A.

A.) Academia and Research (Academicians/Nobel Prize Level)

Recipients of international awards such as the Nobel Prize and Fields Medal.
Foreign academicians of the Chinese Academy of Sciences/Engineering Academy, or academicians of academies of sciences/engineering in developed countries.
Have served as professors or tenured professors at internationally renowned universities (QS top 100).

B.) Industry and Business (Urgently Needed)

Senior Executives: Senior managers (C-Level) at the headquarters of Fortune 500 companies.
Technical Experts: Experts with core patents or over 10 years of experience in “bottleneck” fields such as artificial intelligence, integrated circuits, and biomedicine.
Highly Educated: Individuals with a doctoral degree who have held mid-to-senior management positions in multinational corporations for more than two years.

C.) Innovation and Entrepreneurship

Recipients of the Chinese Government Friendship Award or the State Administration of Foreign Experts Affairs Friendship Award.
Entrepreneurs who have established high-tech enterprises in China and whose annual tax payment or investment reaches a certain standard.

In recent years, in order to attract overseas talent, China has delegated approval authority. Science and technology bureaus or human resources and social security bureaus in many cities (such as Shanghai, Shenzhen, and Hangzhou) can directly recommend urgently needed Category A talents without having to go through the approval process of central ministries, greatly speeding up the process.

Core material: Confirmation letter

This is the most difficult and crucial step in obtaining an R visa. This letter cannot be obtained from just any company; it must be submitted by the inviting organization (your employer or partner institution) within China to the local science and technology/human resources department.

A confirmation letter typically requires:

Company Qualifications: The inviting company must be a legally registered enterprise or organization with a good reputation.
Proof of Talent: Your academic degree certificates (which need to be authenticated), proof of work experience, award certificates, patent certificates, etc.
Employment Contract: A formal employment contract or cooperation agreement signed with the Chinese company, usually requiring a term of more than one year.

The application process is as follows:

Domestic Preparation: The Chinese employer applies for a “Confirmation Letter for Foreign High-Level Talents” from the local Science and Technology Bureau/Foreign Experts Bureau. This is the starting point of the entire process and usually takes 2-4 weeks.
Online Application: Log in to www.visaforchina.cn (China Visa Online Application System) and select the R visa category.
Schedule Submission: Print the confirmation page and application form, and bring your passport, photo, original confirmation letter, invitation letter, and other materials to the Manila Visa Application Service Center.
Fingerprint Exemption: R visa applicants can usually enjoy “fingerprint exemption” and “fast track” treatment. According to the 2026 policy, high-level talents and their families often do not need to go to the visa center in person to have their fingerprints taken when applying for a visa, and can even enjoy door-to-door service or expedited processing (usually a visa issued in 3-5 working days).

Category A Talent Identification Process

The applicant for Category A talent recognition and the “Confirmation Letter for Foreign High-Level Talents” is the domestic employer that hires the talent; individuals cannot apply directly. Companies or organizations need to submit their applications online through the “Management Service System for Foreigners Working in China,” and the process typically consists of four core steps:

“Company Registration—Online Application—Review and Recognition—Printing of Letters.“

Ⅰ.Prerequisites (Self-Assessment of Qualifications)

Before commencing operations, please ensure that your company and the foreign national you intend to invite meet the following mandatory requirements:

Employer Qualifications: The company must be legally established, have no serious record of illegal or dishonest conduct, and the salary paid to the foreign talent must not be lower than the local minimum wage standard.
Talent Criteria (Meeting one of the following is sufficient):

1. Selection into a Program: Recipient of a national or provincial-level talent introduction program (such as the “Thousand Talents Program”).
2. Professional Achievements: Nobel laureates, academicians from various countries, senior executives of Fortune 500 companies, first authors of high-level scientific journals, etc.
3. Market Orientation: Highly skilled personnel listed in the local urgently needed talent catalog (usually requiring a certain annual salary or points-based system).
4. Innovation and Entrepreneurship: Entrepreneurs with significant technological inventions or patents.

Ⅱ.Detailed Application Process

Currently, most regions in China (such as Guangdong, Shanghai, and Jiangsu) have implemented a fully paperless online application process, eliminating the need to visit a physical service window.

1. Company Account Registration and Real-Name Authentication (First-Time Application)

Access Point: Log in to the Foreigners Working in China Management Service System.
Steps:

1. Click “Company Registration” and fill in the company’s basic information (Unified Social Credit Code, legal representative information, etc.).
2. Upload scanned copies of the business license, the legal representative’s ID card, and other relevant documents.
3. Key Step: After registration, you must bring the paper documents to the local Science and Technology Bureau (Foreign Experts Bureau) or Government Service Center for real-name registration (i.e., “window activation”). Otherwise, you cannot submit the application.

2. Online Application and Document Upload

After account activation, the unit administrator logs into the system and selects the “Confirmation Letter for Foreign High-Level Talents” module to submit the application.

Information to Fill In: Enter the foreigner’s passport number, intended entry date, work experience, etc.
Documents to Upload (color scans of original documents are required):

1. “Application Form for Confirmation Letter for Foreign High-Level Talents”: Complete online, print, have the applicant sign and affix the unit’s official seal, then scan and upload.
2. Unit Invitation Letter: Must be stamped with the official seal and include the applicant’s name, nationality, passport number, purpose of entry, and length of stay in China.
3. Applicant’s Passport/International Travel Document: Valid for at least 6 months.
4. Recent (within 6 months) passport photo: White background, conforming to ICAO standards.
5. Talent Recognition Supporting Documents (Core):

- - Awards: Nobel Prize, Academician Certificate, Employment Certificate from a Fortune Global 500 company, etc.
  - Academic: First page of high-level papers (JCR Q1 or Q2), patent certificates.
  - Others: Proof of selection for relevant talent programs or points-based evaluation materials.

6. Non-Chinese materials: All foreign language materials (except passports) must be accompanied by a Chinese translation and stamped with the official seal of the organization.

3. Review and Issuance (usually 5-6 working days)

Preliminary Review and Acceptance: After submission, the system will complete the preliminary review within 1 working day. Incomplete materials will be returned for correction.
Formal Review: After acceptance, the science and technology/human resources department will complete the review within 5 working days.
Result Notification: The system will send an SMS notification after the review is approved.

4. Obtaining the Confirmation Letter

Operation: The unit’s designated person logs into the system, finds the application in “My Business” or “Completed Business,” and clicks “Download/Print.”
Format: The generated “Confirmation Letter for Foreign High-Level Talents” is a PDF file with an electronic seal. Please print a paper version (usually A4 paper) directly for the foreigner’s use.

III. Key Points to Note

Processing Time: Although the legal processing time is 5-10 working days, many locations (such as Shanghai Pudong and Suzhou) have now reduced it to 1-3 working days for expedited processing.
Validity: The confirmation letter is valid for 6 months from the date of issuance. A new application is required after it expires.
Subsequent Steps: After receiving the confirmation letter, foreigners must take this letter, their passport, and other required documents to a Chinese embassy or consulate abroad to apply for an R-type visa (talent visa).
Regional Differences: While the procedures are largely similar nationwide, there may be slight differences in some regions (such as Beijing and Shenzhen). It is recommended to call 12345 or the local science and technology bureau before applying to confirm whether in-person verification of original documents is required.

The "hidden tricks" of the R visa:
converting to permanent residency

The greatest value of the R visa lies in its role as a shortcut to Chinese permanent residency (a green card).

The conventional path: Applying for a Chinese green card is extremely difficult for ordinary foreigners, typically requiring at least four years of continuous work in China and residing in China for at least six months each year, along with numerous other conditions.

The R visa path: Highly skilled individuals holding an R visa can apply for permanent residency if they have worked continuously in China for four years and resided in China for at least six months each year. Furthermore, some free trade zones (such as the Shanghai Free Trade Zone and Beijing Zhongguancun) have shorter residency requirements for R visa holders (e.g., three years).

Notice:

Falsifying documents: This is an absolute red line. If falsification of academic qualifications or work experience is discovered, the applicant will be permanently banned from the visa market.
Expired confirmation letter: Confirmation letters are usually valid for 6 months. If you don’t apply for a visa long after receiving the confirmation letter, it will expire, and you will need to reapply.
Mismatched inviting organization: If you are going for tourism or visiting relatives but want to use an R visa, that is absolutely not allowed. An R visa must be linked to a specific work or research project.
